ISPI @ NOCA -- Judy Hale, Ph.D., CPT, ISPI's Director of Certification and Jim Hill, Ed.D., CPT, President of Proofpoint presented an educational session at NOCA: Spanning the Credentialing Industry - Education. Innovation. Advocacy. Their session is titled: Proficiency and Competency-Based Certification: Implications and Lessons Learned. This session describes the process followed, the challenges, and the subsequent implications of developing a valid proficiency- and competency-based global certification for practitioners of Human Performance Technology (HPT). A previous attempt to develop a certification surfaced the insight that HPT is an ill-structure problem-solving process wherein effective practitioners apply a set of principles, not a prescriptive procedure. Problems are ill-structure in that the given problem is unlikely to be the real problem, the desired outcome is ambiguous, possible actions have to be created, and constraints have to be discovered.
